When using the Gerlach & Ely instructional model, the instructor should consider the following:
Specification of Content and Objectives
Are content and objectives appropriately defined?

- Is it an observable or measurable product?
- Can the circumstance be described?
Measurement of Entering Behaviors
What records are available for review that would assist in determining entry level skills and abilities?
What pre assessment would be beneficial in identifying entry level skills and abilities?
Determination of Strategies, Organization of Groups, Allocation of Time and Space, and Selection of Resources
How will the information be used?
What is the role of the students?
Which objectives can be accomplished independently, cooperatively, or through direct instruction and student teacher interaction?
How much time is needed to accomplish this objective?
How much space is needed to carry out the objective?
Is space needed for the students to work independently or to work in a groups?
What resources are needed to carry out the objective?
Is there a meaningful context for the use of these resources?
Evaluation and Feedback
What was learned?
Can learning be attributed to the instruction received?
What can be said regarding quality of student behavior and effectiveness of instructional techniques?
